Background

Our client is a mixed comprehensive state secondary school in Wales with 1500 pupils on role who wished to undertake a review of catering and cleaning services.

The Challenge

Under pressure to maximise their budgets, our client engaged Litmus to review catering and cleaning services provided by two contractors at the school premises.

The Solution

Both catering and cleaning were put to a test of the market via a competitive tender exercise.  This was a fully OJEU compliant exercise via the restricted procedure

The Results

  • Identification of economies to be made on catering, particularly for food purchasing and labour costs
  • Appointment of a new catering contractor led to a reduction in annual subsidy
  • Cleaning awarded to a contractor which delivered quality improvements via an improved service specification along with a reduction in subsidy
  • Litmus engaged to monitor the services moving forward to ensure benefits are upheld on an ongoing basis
